Dover is the second largest city in the state of Delaware and was founded and named by William Penn, the founder of the province of Pennsylvania which later became a state.

The median income of households in Dover city was $44,490. Seventy-eight percent of the households received earnings and 22 percent received retirement income other than Social Security. Twenty-nine percent of the households received Social Security. The average income from Social Security was $14,977. These income sources are not mutually exclusive; that is, some households received income from more than one source.
In 2006-2008, 17 percent of people were in poverty. Twenty-seven percent of related children under 18 were below the poverty level, compared with 9 percent of people 65 years old and over. Thirteen percent of all families and 32 percent of families with a female householder and no husband present had incomes below the poverty level.
In 2006-2008, Dover city had a total population of 33,000 – 18,000 (55 percent) females and 15,000 (45 percent) males. The median age was 29.4 years. Twenty-three percent of the population was under 18 years and 14 percent was 65 years and older.
For people reporting one race alone, 52 percent was White; 41 percent was Black or African American; 1 percent was American Indian and Alaska Native; 2 percent was Asian; less than 0.5 percent was Native Hawaiian and Other Pacific Islander, and 1 percent was Some other race. Three percent reported Two or more races. Six percent of the people in Dover city was Hispanic. Forty-eight percent of the people in Dover city was White non-Hispanic.
